Dear Hays CISD Trustees and Dr. Wright,

As a concerned community member, I ask you to implement a mask requirement for all individuals on all campuses until the current COVID-19 surge trends downward in Hays County, to protect the students and staff of Hays CISD.

In Hays County, one out of four new cases of COVID-19 are in children. Our local hospitals are overwhelmed. School districts are closing all over the state due to COVID-19 outbreaks as kids return to classrooms.

The scientific consensus is clear that having only partial masking of students and teachers is not as protective as requiring everyone to mask. Universal masking is necessary to reduce the risk of infection for all students and staff and slow the spread of COVID-19 in our community and lessen the burden on our strained local healthcare resources.

Texas Education Agency (TEA), Texas Department of State Health Services (DSHS), American Academy of Pediatrics (AAP), Texas Pediatric Society (TPS), Texas Medical Association (TMA), and Texas Public Health Coalition (TPHC) all agree that masks are the best tool for keeping children safe, and that wearing masks is not a danger to children. Masking is even more critical when it comes to the majority of our students in Hays CISD because they are too young to be vaccinated.

“Personal responsibility” does not work in a public health emergency, as a parent’s choice to not follow current health recommendations directly impacts the health of other children and the cumulative effect will affect the ability of our schools to remain open. Hope is also not a strategy when it comes to pandemic response. Instead, the district should use practical measures and strategies to mitigate the spread of COVID-19.

Forcing parents to choose between health and their child’s education is unacceptable. It is the district’s responsibility to ensure safe schools for all students. Requiring masks and following the other COVID-19 protocols recommended by TEA, AAP, and CDC will allow for equitable education for ALL children.

We are depending on you to protect our children, grandchildren, district staff, and community by requiring everyone to mask up while indoors on campus.

We look to you for leadership as our children face a greater amount of risk than at any other point in the pandemic. Our students need you to do everything in your power to protect them.
